Reporting disabled for reporting toxic players?

Is this some kind of a bug or reporting people calling others "fat ni**ers", "re**rds", "kys" etc. is somehow discouraged in this game?

It's the second time in the span of a week I get "Reporting Disabled" for reporting the most vile shit human eyes can read (or ears hear)
