Healing Tempo bugged interactions have been reported several times in this forum to date. Already of note is that stealing temporary max health through the on-hit of Siphon Bullets does NOT actually apply the effects of Healing Tempo. This is only true if the person applying stacks of Siphon Bullets is already at max health. If you have missing health and apply stacks of Siphon Bullets, it DOES procc Healing Tempo. So the game does not consider overcapping max health as applying a heal.
The above sentences are also true for gaining a permanent stack of Siphon Bullets upon killing a target. If you are at max health when they die, you do NOT procc Healing Tempo. Instead, if you have any missing health, you DO procc Healing Tempo.
But to get to the topic as indicated in the title of the post. If an enemy applies Siphon Bullets stacks to you and then you proceed to let the stacks time out, you gain your max health back. For some reason, this DOES procc Healing Tempo as well. What's weirder here is that being at max health prior to the decay of the stacks does not matter, whereas it did in the previous examples. You ALWAYS procc Healing Tempo when the inflicted stacks of Siphon Bullets decay and gain max health back this way.
Furthermore, this presents two funny interactions. First, an ally using Divine Barrier to remove non-stun debuffs while you are afflicted by Siphon Bullets DOES procc your Healing Tempo. Second and similarly, using Capacitor's active effect to remove the temporary health gained by an enemy after they apply stacks of Siphon Bullets to you also DOES proc Healing Tempo. Both of these interactions are agnostic to whether the person afflicted with Siphon Bullets is at maximum health or not.
Also worth noting is that Unstoppable does not consider Siphon Bullet stacks as negative status and are not cleansed in the same way as Debuff Remover and Divine Barrier (this appears intended, just wanted to add that as an extra note).
