Ivy can reload during Stone Form, and also this applies to many abilities across the game that seem like they should otherwise lock the player out of actions. Flame Dash also allows starting or continuing one during, but has no crosshair effects for it. Kelvin's Arctic Beam allows continuing a reload but not starting one during it. Combo behaves the same.
I think Stone Form should automatically reload as a feature instead of a bug, similar to Dynamo's Quantum Entanglement, but reload occurring during effects like this (Arctic Beam, Combo, etc) should generally not occur. Flame Dash would make sense and be fine to leave in, as Infernus actually performs the reload animation.
