Recharging Rush doesn't work on Wraith

Considering Wraith's cards work as a "resource" vs a "recharge", it makes sense that this item doesn't affect it (as a bug.)
However, it is still a CHARGE ability, and thus this item should work on Wraith due to this.

the ability can store charges, but its based on a resource, not a cooldown. circumventing that resource mechanic would break the character. i dont want to be gunned down any faster than wraith already can

Yeah noticed this too, had a dud item in my build for an entire game because of it lol.

Either it should work, or it shouldn't be purchasable for her like charge items on characters without charged abilities. Seems very unclear since rapid recharge etc. works on her cards but this doesn't. Like thewolfwraith said it *would* be totally broken on her, so it makes sense if she's an exception but it at least should be clear in game if that's the case.

Just added a clip of it not working too in case it's a bug.
