Rat Character Idea

Who they are- I want a rat character, so I came up with one myself. Basically he/she/they are a rat that has been increased in size due to the excess souls in the sewers (idk). They wear a poncho of newspaper and other scraps, a large cannon they have to hold with both hands, and their hat is a sewer grate. The motivation for completing the ritual would be to get a boat, that's it. This character is not meant to have depth but as to serve as a look into how the maelstrom affected not just people. This rat would have no knowledge of any political or social environment so they would be highly blunt with all characters. Lastly and most importantly I think the animation for the zipline should be of it holding the cannon with all four limbs, while grasping the zipline with only its teeth as it gnaws at it, like rats do.

Primary Weapon - A handheld cannon that only stores one bullet/cannonball; it cannot be increased with an extra magazine or anything of the sort. It can pierce up to 3 enemies. After the first target, the damage is reduced to only half. The extra ammo items and golden statue buffs could turn into a damage amp by a certain percentage, and attack speed would lower his reload timer by some amount.

1. BLASTEM! - This empowers your next shot to deal extra spirit power and explode on impact; this cannot pierce. I imagine the animation being him putting extra souls in the barrel via a goo or something nasty, as he is a rat. Multiple Charges?

2. SCURRY! - This gives him a dash much like Infernus, however it does not leave a trail it is simply an escape tool. They gain more movement speed when facing away from an enemy than if they were running at one.

3. IRON HULL! (Passive) - It replaces his parry with a far more effective one, this would reduce damage by 30-50% from the next instance of damage and would give him a slight debuff resistance on a successful parry for any cc ability. At tier three it gives you the choice of impowering it further by giving it the Counterspell item passive, however upon a missed parry they are slowed and are more susceptible to cc and dmg. So it gives the player an option for a high risk, high reward thingy, as to encourage a more chaotic playstyle which fits with the characters thematic.

4. BIG BLAST! (Ultimate) - Upon firing you will be sent flying up and backwards, and any enemy hit in the cone in front of you will be stunned for one second. This would reload your weapon upon firing as well, so you can chain primary fire -> BIG BLAST -> another primary fire. This would be shot from his cannon as well.
 
Does the parry reduce damage after he successfully parries an enemy, or does it reduce the next damage instance by simply pressing F?

If its the former, then I dont know how i feel about an ability that doesnt do anything unless I parry someone. It doesnt make too much sense to have a character themed around playing like a rat, but have an ability that incentivizes you to get up close to an enemy just to get them to parry you. Also, players are just gonna actively avoid heavy meleeing the rat and just shoot them dead point blank.

Also, im not too averse to the idea of making (2)Scurry! a passive as well. Gaining movement speed when running away from enemies, with an active that makes you run even faster for a bit.

The rest of the kit seems cool. Im all for charges on the first ability, but I reckon it should be channeling like Yamato's channeling slash. That way, the rat needs to stop moving to deal that damage. And maybe attach an audible cue to the ability, give enemies a chance to dodge it. I can see this ability being a pain the ass to lane against.
Or no charges at all. That seems fine to me as well
