Ranking up possibly broken?

Been on a 8 game win streak as Oracle 1 where we're winning and doing well in Oracle V+ lobbies (even Phantom lobbies) and haven't ranked up once. My friend that I've been queueing with all day is currently on an 11 game win streak and has not moved from Phantom 3 to Phantom 4 yet. Curious if the ranking system is working as intended or not, as I've never had to win this many games consecutively to rank up before.

11 games won in a row now and still no rank up. Yet someone in my party ranked up from Oracle 2 to Oracle 5 after we won?

Same thing lol. Got Ascendent 1 right before the update, was ranking up after every couple games. Went on an 8 game win streak after the update, still Ascendent 1.

At this point I'll accept like a recalibration up because I for sure should be like Oracle 5 or so by now.
