Ranked is blocked if you have report ban?

Most likely, you are one of those who like to send reports to everyone in the lobby, since such bans are very rare. Or you reported all the players who you thought were cheaters, but they were not, thereby forcing the patrol to check each of your reports manually.
okay this i can understand, but with this kind of report i couldn't play ranked games?

I also can't understand this, how can blocking reports affect ranked games at all, well this is a typical situation, no one will even be surprised by this.

Why do you need a separate Matchmaking item if you can't play Matchmaking even if you're blocked?
this i can't understand because if report for mathmaking okay ranked is blocked, but why for other

You can hover over that item to read what it means. It has nothing to do with ranked.
"Players who frequently abandon matches will be put into a separate Low Priority Matchmaking queue, which when active, will only match you with other players who also have Low Priority Matchmaking."
