it hasnt worked for like a month and i dont see anyone talking about it. it just never gives range whatsoever. like 100% reproducible any conditions it does not give any range
range from cultist sacrifice does not work

Just tried to reproduce and it works just fine for me in a sandbox. I wonder if you are getting confused because the range stat is not updated on the description of the ability in real time. This is the case with any buff (Cultist, Trophy, Arcane Surge, Etc). You can see the buff effect on the left side while holding tab.

I also tested this with alongside a visual comparison, although I did not record it.
It did apply the ability range before and after activation. Easiest method was to use Doorman with T3 Bell, place one bell down somewhere, and then use cultists. You can place another bell exactly on the same spot and it'll have a differing radius.
