Random frame drop and net jitter

Randomly will get a frame drop to 30-40 fps from 140+, usually near guardians/guardian shop and never occurs outside of lane. no change in GPU usage is reported by task manager and telemetry ui. Only happens in id say about 1 out of every 8 games with client restarts in between.

Not restarting client between rounds leads to it happening about 1/4th of the time occasionally with accompanying net jitter. Net jitter seems to be a standalone issue that is exacerbating this issue, and is mostly caused by not restarting client.

GPU is NVIDIA RTX 2060, Nvidia broadcast occasionally stops working while this bug occurs.

Same issue happening with me, used to get ~100fps on both my pc and laptop, now sometimes I dip all the way down to 40-50 when almost nothing is going on in game seemingly for no reason even with everything closed on my pc. Noticed the problem today, but it may have started a day or two ago because I noticed stutters before but wrote them off as just random stutters. Usually lasts all game but is most notable after the laning phase, and it happens if i keep the game open for like 2-3 games without relaunching. GPU is NVIDIA RTX 4070 Laptop GPU and CPU is Intel Ultra 9 185H. I also do not have any issues with net jitter like the post above. Good game example that i recall is Match:37956967
