Disclaimer: THIS IS NOT A POST INTENDING TO INSULT RUSSIANS. I MERELY WANT TO PROVIDE CONTEXT AND ARGUE HOW DEEP ROOTED THIS PROBLEM IS.
I have a Russian friend who explained this problem to me: in Russia cheating is apparently deeply normalized. It is very easy to get in touch with people who sell cheats and use them. Russian culture rewards this kind of cheating too. The whole country is built upon a deep-grained notion of corruption. You want anything done in Russia you bribe people. This isn't an insult. It is how the country operates.
I'm conveying this with the utmost neutrality: this problem is cultural. It runs very deep. We have seen this happen in PUBG too. You can't battle a culture of normalized cheating with half-arsed measures. Russians tend to play on the EU server. Currently this means that people from the EU, where cheating is not normalized at all, will have their games ruined by Russians very regularly.
I think this requires addressing. It is a potential PR disaster to do so, but if you don't the EU server is going to suffer massively just because of the rampant cheating coming from a single country.
