Priority is broken

Never get any priority characters, what is the deal? I have three priority characters chosen and always get the white one. Is there a trick to getting the highest priority one? I have to select three and always get my lowest priority which i dont want. Its every game...

I am not certain how it works, but I think the following is true and would explain your experience if you have 3 popular heroes prioritized and one less popular selected:

- queue with 4 characters selected, say priority on haze, warden, and wraith, with viscous selected but not prioritized (white)
- 3 other people join the same lobby with haze, warden and wraith prioritized, they have no other heroes selected.
- because you have a 4th option selected, they get the haze, warden, and wraith, and you are left with your low priority hero
