Payne, The Dark Doctor

A 4-eyed man with a long face wearing something akin to a Plague Doctor coat, heavy boots and his weapon is a scythe shooting screaming souls.
His abilities would be based around the act of being a Doctor of Death;

• A Syringe he can throw that adds a Damage over Time, eventually adding Movement Slow and at max level a longer duration
• A chain he can throw that tethers an enemy to him that can reduce Spirit Resist, eventually adding Bullet Resist Reduction at max level
• A Scalpel he can damage allies with giving them Spirit Resist and Movement Speed for an amount of time, at max level adding Bullet Velocity
• A jump that ends with a big burst in a circle that Lifesteals 35% of all damage dealt this way, at max level adding Reduction to Spirit Resist for an amount of time after being hit
