An item to counter melee built heroes, essentially letting you easily gain distance on them after a successful parry. Or perhaps just refresh a stam bar on successful parry as baseline.
Anyway I think making parry stronger in certain scenarios will help the health of the game because sometimes you can parry a character and it barely matters they will just queue up another heavy and hit you while parry is on cd.

Parry cooldown resets on successful parry. They added a melee practice dummy in the sandbox. Parrying heavy melee is a lot easier than you think; parry is active slightly longer than the entire heavy melee animation.
What if the item expanded what parry can do, like reflect projectiles (awful idea, but would be funny), or give damage/debuff resist when active? That way, you could have some decisions like saving the parry to catch hands, or to catch bullets.
