Paradox's T3 Time Wall silence is applied with a delay

Title. I noticed this in a game where I tried to swap people and in both cases the enemy heroes were able to use a mobility skill like Ivy's Stone Form or Infernus's Flame Dash to escape right afterwards.

After testing briefly in sandbox, I noticed that the silence procs with a small delay, which allows for enemy heroes to use something like an escape skill, which massively diminishes the value of the silence.

It's fixed :)
Just tested and it's fixed to apply on touch as before, but it's still behaving a bit strangely; the silence seems to be re-applied with the same delay that was observed in my video, causing it to apply twice and as a result last for slightly longer than the 3 second duration.
While this is now good for Paradox, it's still a bug so putting this out here
