Paradox's Kinetic Carbine no longer slows abilities and melee with its Time Stop

As of the 12-06-2024 update Paradox's Kinetic Carbine no longer slows hero abilities and melee attacks.

Steps to reproduce:

1. Get in Hero Sandbox as Paradox
2. Spawn a bot and mimic it.
3. Charge up Kinetic Carbine and shoot the bot
4. Use melee or any ability while slowed
