Paradox ult classified as movement

Is this intended that Paradox Ultimate is classified as a movement ability and therefore disabled by things such as slowing hex? And if so, how can Mina's ultimate NOT be classified as a movement when it literally propels you upwards away from danger zone and lets you fly? There shouldn't be a universe where that's the case, either both should be classified as movement or neither.

Hex hasn't canceled movement abilities for a long time. It only prevents thou from using them.

Hex hasn't canceled movement abilities for a long time. It only prevents thou from using them.

How is that helpful or related to the topic at hands? I'm talking about preventing a cast of an ability, not interrupting it.
