Pain Battery if imbubed with Omnicharge Signet breaks

When playing Victor in Street Brawl if you put the New Legendary Item "Omnicharge Signet" pain battery breaks. You can gain 1 charge but can't use it nor can you gain more charges.

Bump happened to me too recently
I believe before it would still work, you still needed to take damage to restore each Battery charge

However now it no longer builds up past one charge
meaning you can never use your 1 which most of your damage and healing in half of the Victor builds

The item should be removed from Victor's item pool
It breaks his 1, and does not do anything for his 3
It only marginally helps his 2 if you already have Rapid Recharge (which seems to be very common)
