Omnicharge Signet Breaks Pain Battery

I picked up Omnicharge Signet in Street Brawl and it prevented me from gaining any uses of pain batter nor using it at all

happened to me today - no amount of damage let it continue to charge up and it was unusable all game after getting omnicharge signet

had this today, still bugged, though refresher will un-break it so long as you don't go below 1 charge
