Occult Effigy would work similar to Aghanim's Scepter / Aghanim's Shard by modifying an aspect of your hero, such as upgrading an ability or giving your hero an innate ability.

What Occult Effigy does will be unique to every hero
Abrams - When Abrams slams the ground with Seismic Impact, he creates a shock wave knocking away any heroes not caught in Seismic Impact
Bebop - Triple the knock back distance of his Explosive Uppercut
Dynamo - Dynamo is able to move at 20% while channeling Singularity, he cannot use abilities or items.
Haze Option 1- Sleep Dagger applies a Drowsy status effect to the target when they wake up, slowing their Movement Speed and Fire Rate by 50% for 6 seconds
Haze Option 2- Smoke Bomb is cast in an AoE around Haze, giving allies within a 4 meter radius the same effects that Haze gets
Infernus - Catalyst is cast in a 360 degree AoE around Infernus (similar to Invoker's radial deafening blast)
McGinnis - Heavy Barrage rockets become homing, attempting to steer towards where ever McGinnis is aiming at (they would not avoid obstacles)
Paradox - Time Wall becomes Time Cube
Pocket - Allows Pocket to take an ally into his Enchanter's Satchel, if Pocket teleports to his Flying Cloak while holding an ally in his Enchanter's Satchel his ally will also be teleported alongside Pocket
Seven - Seven gains increased static build up, charging the air around him and striking out nearby enemies within a 9 meter radius every 3 seconds (reduces with increased hero attack speed).
Shiv - Bloodletting now purges Shiv when cast
Vindicta - Refresh your ability cooldowns after succesfully Assassinating an enemy hero
Viscous - The size of Goo Ball now scales as Viscous gains more health
Wraith - Each Card Trick cast is now 2 cards that will shoot out in a V shape before homing onto the enemy (still only costs 1 charge)

I haven't thought of a meaningful upgrade for every single hero and I don't think all of these are very balanced but I was aiming for fun more than balance, I'm sure they can be tweaked to fit the balance of the game better. If you have any suggestions or better ideas please share :), I would love to hear them.
