No License for an account that has never played Deadlock

I sent an invite to a friend to join the playtest but they immediately got the 'No license' error when accepting the game.
I read in the forums that it's mostly people getting banned after playing the game so I don't know if this is a bug, since they haven't played Deadlock before.

Does your friend have a VAC ban? Pretty sure they automatically reject anyone with a VAC
