New Tier 4 Spirit Item For Creating Charged Abilities

I was thinking that for balance reasons you could do [Imbue any NON-ULTIMATE ability...], but i decided to keep it this way.
Also while Rapid Recharge won`t give charges to abilities that didn`t have them before, it WILL affect the time between charges, and reduce the cd(from cd for charged abilities effect)

I would like this because i play bebop but this is a war crime as far as im concerned. Echo shard already does this but in a fairer way.

I think that it is not really an alternative to Echo shard, since without rapid recharge you have like 4s time between the bombs. And getting this with rapid recharge will cost you 9k. And well, you could always use them both together

And with echo shard you could always Shard the hook if needed, can`t do it with this item.

I feel that if the ability can't be affected by other items which affect charged abilities, there's no real point to this. Echo Shard exists and functionally works the same way, and stacking this and echo shard could make some fairly oppressive builds.

I don't see there being design space for an item like this given the item pool we already have.
