New Express Shot Change Doesn't work at all on Paradox Carbine

There is 0 damage change with and without this item, it isn't applying even the secondary weapon damage buff like the patchnotes claim.

Seconding this, they broke the interaction. Kinetic Carbine is essentially useless right now, this needs to get fixed very quickly.

Thirding this. Practically ruins what was already a pretty balanced hero. Easily worthy of a hotfix.
