Cloak of Opportunity's concept would be a great addition as a T4 upgrade to Reactive Barrier that not just provides a shield, but outright blocks one crowd-control effect entirely on a long cooldown and grants a brief Unstoppable (to counter continuous CC effects). Compared to Counterspell, it would have twice the price and a longer cooldown, but in exchange you get consistency, always knowing for sure that you will counter a key crowd-control effect to get in and engage.
