I think we need some form of mid-lategame CC against Melee.

Could work, but it also feels kinda nicher for a 3k item with only a 4s Duration.
I do like that it works both ways and it also allows melee characters to be stronger.
The passive stats also make sense.
Personally I think this item could get either a duration increase or price decrease.
Also I'd suggest making a single forum post for all your item ideas instead of making a new one for each single item.
