Monster Rounds and McGinnis Turrets

Bug concerns the following passive from the item Monster Rounds:
+30% Weapon Damage vs. NPCs

Weapon damage dealt to enemy mcginnis turrets has inconsistent results with Monster Rounds equipped.

The damage bonus passive does NOT affect shooting the turrets with a hero's gun.

The damage bonus passive DOES affect melee damage dealt to turrets.

Expected result is that the damage bonus passive works on both shooting and melee damage, or that the damage bonus passive works on neither shooting nor melee damage.
 
Additional weirdness: Usually (as far as I can tell) Weapon Damage increases get applied to Melee damage at half value, but Monster Rounds applies its damage bonus to Melee at full value. For instance, Close Quarters (31% weapon damage) increases your melee damage vs turrets from 63 to 73 (~15.5%) but Monster Rounds (30% conditional + 6% normal weapon damage) increases your melee damage vs turrets from 63 to 84 (33%, because the 30% conditional bonus is applied in full but the 6% normal weapon damage is halved to 3%).

If any of this is intended behavior then it should be stated.
