Here's a little set of screenshots that I stitched together to show what the "Modifies" tab that appears when you hover over transcendent cooldown says ability cooldowns should be after buying transcendent cooldown vs what they actually are. This appears to happen with stats that have diminishing returns, so maybe the "Modifies" tab isn't accounting for those?
