End of the clip also shows that the tornado is on Cooldown, showing that it did get interrupted.
Timing is tight but it happened to me in a game.
Chain Gang is being used before Tornado here. In this scenario Mirage should just not be able to use Tornado here, instead of interrupting it and setting it to cooldown.
Slowing Hex does not seem to do this behavior either, just Chain Gang.
