After "Enemies that have already been hit by Fire Scarabs now let the next scarab projectile pass through them." not only the scarabs pass through enemies whos already been hitted but also other projectiles including bullets, so if somehow 6 enemies stand in a row and you effect them as Scarab your bullet will pass through all of them and deal full dmg.
For example if you have Ricochet insted of dealing 400% total dmg to all enemies you will deal 400% dmg to each enemies.
Another example if you wining your lane and enemy try to hide bihind troopers of T1 you can effect last one with scarab, and keep shooting to enemy w/out giving him any chanse.
Ofc you can applay scarab on hiding enemy, so you will deal even more dmg to him.
