Mina can't use sanguine retreat while ulting if you have quick cast on

Basically the title. I think mina should not be able to have quick cast mode for her 2nd ability at all. I just found out that randomly on and it killed couple of times. Thanks devs, like your work

Or if it is intended to have quick cast mode, make it so recasting it also was quick cast not instant cast
