Mina - Bullets not Proccing Escalating Exposure

They don't proc any spirit effect individually nor should they. This would be broken.

No no, he has a point. It should be giving escalating exposure. Merc magnum and burn from Infernus procs it, the spirit per bullet procs it from Wraith's 3, Vindicta's 2 (flight), why shouldn't it for Mina?

Infernus is only after the ability procs, and Wraith you have to activate an ability.

Mina has spirit damage passively at all times, that's why it doesn't trigger Escalating Exposure.

Why is it that because it is a passive it must not trigger Escalating exposure?
 
You're comparing apples and oranges. Build ups and cooldowns are not infinite application on first bullet. You're asking for Mina to have that. No thank you.

It used to be the case, that the only person who could not build up on-hit stacks via melee was Infernus, but they recently changed it.

So it is in the realm of possibility that Mina's case is a bug? It could go either way, but I'm inclined to think this is a bug.

The item doesn't mention that, so you are definitely correct. But it makes sense given that Mina is unique with this passive spirit damage.
Since Merc also triggers it, and has very similar wording to Mina's abilities, it should make logical sense it should apply it. Mystic shot also gives spirit on bullet in the same vein. And that also gives a stack.

its obviously balance issue. please just have 2 second thought and see what other items this would proc to.
It's another annoying case of "the balance may make this a bug!". Just presenting the perspective and discussing with others to make it easier for the Devs to consider and bring attention. I'm a man of technicalities.
 
none of these items are continuous. Love bites procs of bullets and theres not cooldown like torment pulse or no direct condition like snatch that makes it hard to get value of escalating. Love bites is a passive and while the game sometimes like now doesn't specifies these conditions, i think its considered innate spirit power and items dont proc of that. This is not a bug because they are certainly aware of this, when mina was released she could proc radiant regeneration and not mystic regen, but this was also true for other conditions where radiant shouldn't proc so this was specifically an item issue, that they fixed i believe.
