To quickly give an example, if Mercurial Magnum is 100% charged up it gives 25% fire rate, fully reloads your magazine and deals an extra 60 spirit damage.
When it is only partially charged up, for example, 50% at 7 seconds, it only gives 12.5% fire rate, reloads half your magazine and deals an extra 30 spirit damage.
However, the "bullets dealing bonus Spirit Damage per bullet" portion of the item always deals 100% of the value stated on the item and is not diminished by the relative percentage of the charge up.
If you look to the left on the stats you can see that the stamina is halved but the damage per bullet stays the same.
