Melee hitreg seems to be consistently worse when using the Melee Charge item. Particularly when your distance is less than the new max the melee charge gives. Test3.mp4 here is also against bots, removing one source of latency. Whiffing in this way is usually accompanied by odd camera jitter from the game trying to decide where you are.
