I mainly use this item on Drifter so I'm not sure if it's re-creatable with other characters. To reproduce:
1. Buy melee lifesteal on Drifter
2. Use ability #1 that hits both a player and a trooper.
Expected Result: Melee lifesteal should prioritize the heal proc off of the player and heal +100 health
Actual Result: Melee lifesteal only heals +30 because the proc prioritizes the trooper and not the enemy hero
