How about we port MoM from dota here? It could be an item that silences you, makes you take more damage, but drastically upgrades shooting speed and gives you infinite ammo for a short duration (like 6 secs or so). I could see it as a 3000 item, made from "lifesteal weapons".

It already exists and it's called Vampiric Burst, unless damage taking was something like +200% it wouldn't matter as downside because basic life leech item + high fire rate + infinite ammo would be insanely broken for 3k item whereas VB is already insanely broken on many heroes with high innate firing speed like Bebop, Ivy and Wraith.
