I really like Express shot as an item, I'd absolutely love for it to be a "gun burst item" rather than this weird state between being mystic shot and a gun burst item seperating the two. I think it'd work really well for heroes that don't have shotguns as well allowing for a bit more flexibility, just give it a flat damage or keep it percentage based like it is now while scaling with boons. It should replace your right click as well, so you can't ads or use alt fire if you buy it.
Could be a bad idea, not sure, but I liked when it felt like a burst damage item with a 3-second cooldown. It made the item feel super interesting, even though it was kind of busted at the time.
