I've been playing recently with my friend, while i was having a nice experience he was constantly complaining about how the aim doesnt work well on his side, for testing purposes i've limited my fps to 20, and behold, the aim was super super slow, i've tested the same on other games like overwatch and valorant, and it didnt happen, it really is super weird.
