On any other hero, and with Lash's other abilities, upgrading their ability to one that gives a cooldown reduction normally also reduces said ability's currently active cooldown like if I use ground strike and I have 21 cooldown, and I upgrade it once immediately after, the cooldown becomes 11 seconds immediately, but with grapple, the full original cooldown is still there.
(It's possible that other heroes might have the same issue but I haven't found one myself while testing with some of them)
