I don't have any artistic ability, so I'm omitting artwork unfortunately.
Over the years, Kai proved to be more than a mere prisoner to pirates. He learned English from the sailors, learned to tend soul engines from mechanics, and learned to lead by watching the officers. By '47, he was a full-fledged member of the crew. By '49, he'd become the captain of his ship via a mutiny. By '52, he had amassed the largest fleet of ships in the Pacific Ocean, terrorizing the seas.
But those in power must always fear rebellion. Mere months before the ritual, Kai's fleet split in two, with his aircraft carrier and a battleship barely evading a mutiny by the rest of the fleet, fleeing the ocean. Hearing whispers of a ritual in New York, he's arrived in the Cursed Apple, seeking the power to reclaim his fleet and rules the oceans for eternity.
Upgrades apply a slow, give a third charge, and increase the scaling.
Upgrades improve the fire rate, improve barrier scaling, and grant ally gunfire a 20% chance to Ricochet for reduced damage.
Upgrades increase the cap to 60% (same overall time for maximum buildup), grant him a stamina point when he cleanses, and finally reduces the cooldown of this effect.
Additionally, the shape of the AoE varies - each bomb has an area around it, overlapping for most. They can land on rooftops. They come straight down from above, meaning that inside buildings and underground are safe. As a downside, this ability has no real impact on a midboss fight, or any other combat below ground.
Note that the vision limit is not a debuff - it cannot be cleansed or ignored by any means, including Resolve. It is more comparable to a smokescreen, and is an area effect. While enemies cannot be targeted, effects such as Ricochet and Tesla Bullets can jump between targets.
Enemies hit by falling bombs are knocked down and stunned for 0.25 seconds.
Kai: Pirate King of the Pacific
Core Concept
Modern day pirate king and a Spirit-based team fighter who can cause chaos with his ultimate and buff allies with his second ability.In-Universe Lore
Towards the end of the Second World War, a pay dispute broke out among American troops, notably in the Pacific theater, the final realm of the war. Armed with ships and planes powered by souls, an ocean to feed on, and plenty of ammunition, many navy men eventually decided to take their pay one way or another, becoming pirates who ruled the waves. Enter Kai, a Japanese soldier found on an island near Japan, taken prisoner in his sleep to work on former American naval carrier in 1946.Over the years, Kai proved to be more than a mere prisoner to pirates.

Gun
A modified Type 14 Nambu pistol. Holds 9 rounds. Specialized for medium range. Gun damage and falloff range scales with Spirit Power. Fairly quick reload. Fire rate comparable to Mina's and damage comparable to the sum of Mina's base gun damage and passive Love Bites damage (not the burst).Abilities
1: Slash
Kai slashes in a short arc in front of him with a guntō, damage scaling with Spirit Power. This ability is charged. Hits increase the damage for a brief period. Hitting multiple heroes with a slash gives a bonus per hit.Upgrades apply a slow, give a third charge, and increase the scaling.
2: Rallying Cry
Kai rallies his allies to arms, granting himself and allies in a cone in front of him a barrier (scaling with boon) and bonus fire rate. If used in the smoke from Bombing Run, increase the area with a circle around himself.Upgrades improve the fire rate, improve barrier scaling, and grant ally gunfire a 20% chance to Ricochet for reduced damage.
3: Resolve
Kai builds up debuff resistance by being inflicted with debuffs, up to 40%. Buildup occurs while inflicted, the rate increasing as more debuffs (including displacement effects) are applied. At maximum buildup, he cleanses himself and becomes debuff immune and unstoppable for ~2 seconds. The cleanse and immunity have a cooldown.Upgrades increase the cap to 60% (same overall time for maximum buildup), grant him a stamina point when he cleanses, and finally reduces the cooldown of this effect.
4: Bombing Run
Kai signals his fleet with a flare, causing bombers to pass overhead for a bombing run. Bombs fall from above, creating a large AoE, comparable to Apollo's Itani Lo Sahn in width but a wider length. Deals low to moderate damage. Leaves a smoke cloud in the area, limiting vision for everyone within while also obscuring those within from the outside (cannot be directly targeted, cannot be seen). The smoke cloud lasts a decent period of time.Additionally, the shape of the AoE varies - each bomb has an area around it, overlapping for most.

Expected Items
Duration Extender, the Cooldown items, debuff items, and anything to rotate faster. Primarily builds spirit.Expected Balance Issues
- The usefulness of Bombing Run when it's limited to where it can affect
- Between Slash and Resolve, I can see a world where he becomes a Spirit-based fighter - ult, dive into the smoke while they're slowed, and keep stacking damage on blinded enemies
Design Notes
- Gun falloff scales primarily to allow him to apply hit-based debuffs at longer ranges as the game goes on.
- Gun damage scales off of Spirit Power just to give him some passive damage, not to become a Spirit carry.
- Bombing Run is intended to be used to either end a team fight (when the enemies dives) or to cause chaos during an advance (Kai ults, is followed up by several AoE abilities).
- He is intended to be a buffer/debuffer more than a carry; to that end, Slash exists just for a bit of damage (think Paige's dragon).
- I don't know in what year the ritual is supposed to take place, so the dates might be off.
