Jittery fps and lag spikes

After the newest patch, whenever I play in-game my fps feels super jittery almost like I'm at 20 fps with lag spikes, barely playable. I notice that when I alt tab out and back in, the FPS fixes itself momentarily at most for like 15 seconds before becoming jittery again. Also if I restart my computer it seems to work for a longer period of time before maybe 30 minutes (very variable) and it starts happening again.

I thought was something off with my internet, its same for me 20fps with lag spikes, even sometimes game freezes (mostly on haze).

I think its a server issue moreso than a patch issue.

Can anyone post if its cleared up?
