Ivy's Bullet Lifesteal Granted by Watchers Covenant Not Properly Adjusted When Using Healing Tempo

From the screenshot below, you can see that bullet lifesteal is not properly calculated when Healing Tempo is bought. In the screenshot you can see that originally it was 40% and then when Healing Tempo is bought it will go to 43% (Can also be seen in screenshot that bullet lifesteal granted is 43% when activated via the side bar). Healing Tempo state that it grants 25% Healing Effectiveness so if it was working properly, the bullet lifesteal should go to 50% (40 + .25(40) -> 40 + 10 -> 50%).

As a side note, Healing Tempo seems to work on her properly on Stone Form (19% is rounded to 20% and add .25(20) = 5 we reach 25% which is close to 24%). This bug is easy to replicate by buying Boundless Spirit and Healing Tempo and verifying yourself.

The thing is, the Healing Tempo boost (25%) is applied to the base healing value (in this case, 15% of Ivy's second ability) (boudless spirit, like any acquired spiritism, won't increase the effectiveness of Healing Tempo).

15% + 25%(15) = ~18-19% + spirit = 43%

I'm not sure if this is a bug, just as I'm not sure if the healing boost from Healing Tempo should be recalculated if an item/ability increases its healing from spirit.

This is very inconsistent as there characters that defy this logic. For example, Victor's Jumpstart scales with spirit but Healing Tempo is applied perfectly. Please see below for additional evidence. I tried to get the numbers to a reasonable level so that math was easier to do.

Jumpstart with Boundless Spirit and Surge of Power -> 405
Jumpstart with Boundless Spirit and Surge of Power and Healing Tempo -> 506
This right here is approximately at 25% healing increase and the spell scales with spirit.
