Item that speeds up rail travel, speeds up bullet/spirit shield regen

I think an item that could speed up default rail travel speed (either independent or multiplicative of default run/sprint speed) could help facilitate additional build diversity for being push oriented or help others get back into battle more quickly, leverage mobility etc. I know there's a rail boost mechanic but the cooldown on it is punishing (as intended in early game), and this item could also just reduce that cooldown as well.

Additionally the mechanics of spirit and bullet shield regeneration seem a bit unclear - do they strictly regenerate based on a stock timer or return to base? If so, a similar rail-based item which 'charges' up your shields or speeds up the timer as you traverse them (based on some cooldown and minimum time attached to rail to prevent rail-hop spamming just to get shields back) could be a nice touch and also places additional emphasis on the unique rail mechanics.
 
I like the idea, Except that i think Mobility is KEY in this game so it almost feels like a must pick. Like boots in LOL.

Rail/Zipline speed would be somewhat irrelevant, as its only use would be in the lategame, and even then wouldn't provide much benefit, and you can't do much on rails. Even 2x speed rails only cuts 6-8 seconds of transport from your base to the enemy base, off of what's likely a 60 second respawn which WON'T decrease except for rejuvenator. It's really only good for "Oh, I killed my laner! Heal up a bit and come back" or reduce 80 seconds between death and back-in-combat to 72 seconds. Maybe for buying upgrades slightly faster, but general map knowledge also helps.

Though for the shields, maybe this?

Basically, the item would be used both in and out of combat to repair or make shields more effective. The 'inactive' and 'active' regeneration rates refer to how shields slowly regenerate if they don't get depleted, but will reset to full after 60 seconds if depleted. Basically, if your shield is depleted, this ability takes 30 seconds off that wait timer, and if it isn't depleted, make it heal at like 8 or 10 units per second. Not much, but it's a boost.
