Was an interesting idea, and I wanted to see what abilities might interact with it. It was only at the end of this list did I learn that "ability speed" was a thing that could be modified, however that isn't exactly what I'd want an item like this to do? The biggest example of this in effect would be, in my mind, Seven's Static Charge activating quicker. Stuff in the same regard as that becoming quicker is what I'd find most intriguing.
Make it a 1600, so it's not too powerful stat wise and an actual commitment to pick up, similar to Suppressor

Infernal Resilience (Abrams) - Regeneration Time 20 seconds > 14 seconds
Sticky Bomb (Bebop) - Fuse Timer 3 seconds > 2.1 seconds
Hyper Beam (Bebop) - Windup (unsure how i'd feel about specifically windups? Might just mess up the user's timing...)
Chain Gang (Billy) - Chain Gang Duration 2.8 seconds > 1.96 Seconds
Gloom Bombs (Calico) - Fuse timer as well, though its not listed and frankly so short it doesn't matter
Call Bell (The Doorman) - Duration 4 seconds > 2.8 seconds
Hotel Guest (The Doorman) - Channel 1 second > 0.7 seconds
