Item Idea: automatically activated abilities for better cooldown

Basically a rip off of a ror2 item, this will imbue one of your abilities, giving it something like -50% cooldown time, but automatically uses it off cooldown. (maybe restrict from ult). Alternatively, this could be an upgrade that just uses your upgrade abilities (zxcv) off cooldown and gives them faster cooldown. Could be interesting but prob too hard to balance
