Item Idea : aerial assault

Item Name: aerial assault. Tier 4 weapon Item. While in free fall (flight abilities and items don't work with this item) gain weapon damage and fire rate , when you are not in free fall lose weapon damage and fire rate over time.

Why do we need such an item? I maybe would have agree buy that on Vindicta/Talon, but since flight abilities don't work with it, the item is totally useless.
