Sinclair can copy ultimate of Victor. But the description says that he can use others ultimate by pressing ult button again. Since Victor's ultimate can't be casted - I think that it's not intentional.

To be clear - I think so, because Rubik in dota 2 can't steal Wraith King's ultimate

Victor ultimate is a passive, so sinclair copies a passive and have to wait for it to use or expire
