I think he is SS tier for the following reasons:
- Yes his snowball is really strong, with impr. cooldown, improved charge, and improved burst,
which also can heal for 250 or so late game with a very low cooldown.
- Yes his beam is strong, but not overpowered either.
- Yes his ult is good, it is what it is.
But the fact he can rotate at +6 sprint boost with his ice, it's too much actually.
Every time I play him and get back to another hero, I feel basically as strong, but without the movement speed boost, which allows you to rotate to other lanes zappin.
Now his winrate is not broken yet, but I think that's because nobody rotates to begin with.
In a few weeks, or maybe a bit longer, people will realize this I think.
