Is it a bug that 3 skill points are missing to fully upgrade all skills with 32 boons?

1. Is it a bug that 3 skill points are missing to fully upgrade all skills with 32 boons?
   or should each team member take 3 urns?
   because they only give a skill point to the person who delivered the urn

According to the patch notes it's not a bug, but maybe a bit of an oversight.

it just turns out that in order for the entire team to upgrade all skills, you need to deliver 3 urns to each person, for a total of 18 urns
