The second one actually sounds really cool and I'd love to see it. A simple "Your passive abilities gain x stats" is actually really cool for some characters.

OOo this is really cool, I think this is a better alternative to the people wanting that Dota 2 inspo Agthas Scpeter or whatever its called.
Its Niche as in not everyone has a passive to want to use this so giving more flexibility in certain heroes. I like the second one too. However, I think that 22% is a bit much and sorta makes it better than superior cooldown with that 8% bonus. I cant think of alternatives though!
