(maybe even stamina recovery/movement speed, since this item is oriented towards improving the overall experience/game feel)

There are time the game feels slow, this would make it feel better when reacting to certain abilities. Ex: As pocket going into satchel when grey talon bird is incoming, there are times I want to greed more and react pixel perfect, but the satchel is just too slow to do this and you die mid cast.

Honestly, I don't think "improved cast time" is good idea. Some skills are already issue due to their very quick cast time (Ex. Viscous' fists, Geist's HP swap).
I believe those should be balanced one by one, and not be impacted by items.

Devs didnt intend to be able to cast faster, so some heroes would benefit too much from it.

I have been thinking of a similar item because of Yamato. I think it's super good, the problem is it's probably always gonna be bought by heroes like her no matter what. Maybe if it has a limit like Surge of Power, it has a cooldown and is imbued to one ability, the bonuses it gives are not the best either.
