It seems found a hotkey bug. If you bind an action to Alt + {Key}. Then add an alternative bind attached to a function key the function key bind also requires alt to be held as well despite that not being what should occur. Normal keys such as letters seem to respect the order put in most of the time but suffers from this as well when the order is as shown in the image with an alt + {key} first.
From what I can tell this primarily happens on the Upgrade Ability X keybinds 100% of the time trying to bind a function key but I've had it occur on others as well.
